I don't think congress would pass that amendment, they've already passed (and the prez signed) an torture ban statement (though weakened by prez's questionably-unconsitutional signing statements)...especially not with elections comming up so soon. Democrats are nervous today after Lieberman's loss last night in the primary against anti-war candidate; they'll want to show that they're tough on Bush as will smart Republicans in swing areas. the _bush administration_ says the geneva conv. is getting in the way.
